Default Steam Engine performance

I'm designing a steam engine (rotary vane) and need to be able to calculate rpm drop as load is applied. In effect, I need to create a load curve, or a kind of torgue stall curve. I want to keep it simple initially: meaning I take my Mollier steam tables and use the steam in a "ideal steam" engine and build my curve from that information. Any ideas?
