Default Welding 316 stainless to carbon steel

What is the recommended rod to weld 316 stainless to carbon steel 1/4 chrome?
Stick or tig?

Stick is quick, dirty, way to get a welding job done... I would recommend tig to control heat and splatter. maybe look into E70S rods for your application.
