Default Availablility reporting

When coming out of a forced outage, when the last individual signs off the clearance (loto)- would you in fact be available at that point? What NERC code would you assign it (0000?)

The availability factor is the product of dividing the value of operating hours+standby hours by the period (year) hours. Once the LOTO is signed off, the system will still need to be restored and lined up, therefore the unit is still not available when the last person signs off the LOTO. When the unit is fully restored and lined up for standby, thats when the unit is truly available.
