Valves are like gates allowing the median to flow through.. by passes are valves but with a 3-way function to direct flow through one area more so than another. By passes are typically used for heat exchangers using water as the cooling median, directing more of less water flow across the plates.
there are many books out there, one that i always reference is "Steam Plant design" . The book explains the entire steam system cycle and boiler feed controls and closed loop cooling systems.
